FG to Implement Data-Driven Reform to Strengthen Civil Service Efficiency

The Federal Government has announced plans to introduce a data-driven reform aimed at promoting transparency, accountability, and performance across the nation’s civil service.

Head of the Civil Service of the Federation, Mrs. Didi Walson-Jack, disclosed this on Thursday during a sensitisation programme in Abuja with directors and unit heads of ministries, departments, and agencies (MDAs). The event was organised by Knewrow Consultant on Personnel Audit and Skills Gap Analysis (PASGA).

Walson-Jack said the reform became necessary following years of inefficiencies caused by fragmented and outdated personnel records. “As we are all aware, data remains the backbone of effective planning, deployment, and decision-making. Over the years, the service has grappled with the challenge of fragmented and outdated personnel information, leading to inefficiencies and misalignments,” she said.

Represented by Dr. Deborah Bakko, the Head of Service explained that PASGA is a flagship reform initiative designed to strengthen personnel data integrity, align competencies with institutional needs, and drive evidence-based human resource management across the Federal Civil Service.

She noted that the initiative aligns with President Bola Tinubu’s Renewed Hope Agenda and the Federal Civil Service Strategy, which prioritises innovation, talent optimisation, and institutional excellence.

“The unique thing about this exercise is that it’s not just a personnel audit, but also a skills gap analysis,” she stated. “We now have a tool that will assess each staff member’s competencies, identify existing gaps, and plan targeted training to ensure we have the right people in the right roles.”

Walson-Jack emphasised that the project aims to ensure accurate personnel records, close skills gaps, and strengthen staff deployment for improved productivity. “It’s an exciting opportunity to reinvigorate the Civil Service and deliver an efficient, productive, incorruptible, citizen-centred Federal Civil Service,” she added.

In his remarks, the Senior Managing Partner and CEO of Knewrow Consultant, Mr. Ayo Muritala, assured that the data collected during the process would be properly secured.

“All the systems have been tested to ensure data safety and integrity,” he said. “We have put every necessary security measure in place to guarantee that the information provided is protected and used responsibly.”
